You will please observe the following rules until further notice.
1st From 8 o’clock till 11 o’clock your beat will be from the check box to the Post Office, and it is desired that you take the following course as nearly as possible: viz- from the check box, you proceed along the West side of Commercial Street to the its intersection with Bastion street then crossing to the East side and continue along Church street and Dallas Square to the Post Office _ returning you will traverse – Front street to Bastion thence along Bastion to Skinner street, thence along the South side of Bastion street to the East side of Commercial street and thence to the point of commencement.
2nd At 12 o’clock and 4 o’clock you will extend your beat to the corner of Comox Road and Wallace street, thence along Wallace and Bastion streets to the check Box.
3rd Every night 20 minutes will be allowed for refreshments commencing on the evening at 1 o’clock, the next night at 2 o’clock, thus alternating the hour every night.
4th. You will observe the same rules as heretofore respecting the deposit and taking out of checks from the box at the following times viz.—8 – 9 – 10 – 12 – 1 – 2 – 3 – 4 and 4-45 o’clock -- after depositing your check at 4-45 o’clock you will perform your beat to the Post Office then your duties will cease.

2nd At 11-30 o’clock and 3-30 o’clock you will extend your beat along Haliburton street to a point opposite the Dew-Drop Hotel.
3rd Every night 30 minutes will be allowed for refreshments commencing this evening at 12-30 o’clock the next night at 1-30 o’clock thus alternating the hour every night.

I am directed by the Municipal Council of this City to forward the enclosed By-Laws for your consideration, and to state that a clerical error was made in the By Law to authorize the raising of $2500. in stating the special rate required to raise the sum of $650. annually, and as it was not discovered until after the by law had been submitted to the rate-payers of the City and had received their sanction, the Council desire now in accordance with the provisions of sub-section 4 of Section 77 of the Municipality Act 1881, to submit the Loan Amendment By Law to His Honor the Lieutenant Governor in Council, and I am desired to respectfully request that he may be pleased to grant his consent thereto.

The Council believe that it would add to the appearance of the work to have it carried in an direct line along the South side of the Road but in doing so, it will be necessary to have the road made across the property of the Vancouver Coal be that lies between the City and the Cemetery, and I am requested to respectfully ask you to grant the Corporation the privilege of constructing a permanent roadway, of even [width] with Comox Road, and that the same may be in a direct line from the end of Comox Road along the Northern Boundary of the public Cemetery.

I am directed by the Municipal Council to inform you that a survey of Comox Road has been made, and it has been ascertained that the front fence to your premises to the North-east corner is nine feet nine inches upon the Road, and at the North West corner twenty six feet upon the Road – Also that the fence along your Eastern boundary encloses eleven feet of Kennedy Street. It is the intention of Council – for the present – to permit the fence on Kennedy Street, to remain in its present position, but in making any future improvements, you must have due regard to the proper line of the street.
I am also directed to request you to remove your fence from Comox Road, so that the sidewalk may be continued past your property and the Council have decided to permit you to simply remove the front fence to the line of Mrs. Westwood's fence on the upper side. This is not be construed as to mean a permanent line of the street, but simply a permission for the time being – the sidewalk will be laid about nine feet from the Southern boundary of the street.

Your strictures on the collection of the amount due by you to this Municipality are very much out of place, any “essence of meanness” about the matter should very properly [attach?] to the person endeavoured on the credit of sympathy for widows and orphans to screen himself from the payment of a just liability others I might name, who individually subscribed liberally to the fund you refer to, never intimated any wish for exemption nor did you, when you were applied to for the payment of this tax, but instead fell back on the flimsy excuse that the tax was illegal, and cited a decision of Stipendiary Magistrate Johnston in support of your objection, might I ask you, why in the face of such a decision – Mr. Bull still collects “drummer license” under your authority as Mayor, in the City of Victoria.
I trust when you visit our town again and incur any liability, that you will discharge it with better grace.

I am directed by the Municipal Council of this City to respectfully request to give the weight of your influence in the Legislature to secure a grant to build a new bridge across the ravine at Bastion Street. You are well aware Sir that the present bridge was built quite a number of years ago, when the requirements of the City were very much less than they are to day. Since the inauguration of the Esquimalt & Nanaimo Railway the traffic along that thoroughfare has very much increased and the attention of the Council has been drawn repeatedly to danger in continuing the use of the present structure on account of its insufficiency owing to its being too-low and so very narrow.
As you are so well aware of the main facts [requirements] of the matter it is needless that I should burden you with further details.

1st Commencing at the intersection of Needham and Nicol street and proceeding in a northerly direction along said street the whole of the logs, stumps and roots to be removed for a distance of about Four hundred and twenty feet, the whole to be burnt, and the roadway graded evenly and well rounded off a ditch on each side of the street to be formed, not [?] than twelve inches deep, ten feet, from the lines of the said streets the earth to be thrown in the centre of the street
2nd commencing at the intersection of Nicol and Farquhar streets and proceeding in a Northerly direction to a point even with the northern boundary of Lot 4 Block & the street to be cleared of all stump, logs or roots of the whole within the street and burnt. A ditch to be formed on each side and the earth to be thrown to the centre the roadway to be evenly graded and well rounded.

The Council desire me to ask you what you intend to do about it as the reel is laying on the dock here at your risk.

On Monday last two By Laws were submitted to the ratepayers of this City for their approval for borrowing sums of money. One for purchasing the Electric Light Plant now in operation here, or the establishment of new works, and the establishment of an Arc Light system for lighting the streets of the City – the other by-law was for the purchase of the Nanaimo Gas Works – the latter bylaw who defeated Sub Section 8 of Section 96 of the Municipal Act 1891 gives Municipalities power to “construct operate maintain and supply the inhabitants of the Municipality with water, electric light or gas”-- The question the Aldermen wish your opinion on is under the above Section of the Municipal Act has the City the right to operate and maintain, and supply the inhabitants of the City with electric lights and in this way.

Regular tax notices will be forwarded later after the passage of the Real Estate Roll by the Court of Revision; I make this explanation because last year on the Assessment Notice being sent you, a cheque for $15.30 was sent to this office, I wrote the Accountant on 18th November asking whether I should retain the cheque, but did not get any reply.
