Parker Williams was born on March 1873 in Wales, on his father's farm 'Penyrwrlodd.'  At the age of 19, Williams married Eleanor Price on June 13, 1891.  They then moved to Canada and eventually settled in Nanaimo in order to raise their family, which consisted of children David, Catharine, Clifford, Frances, and Eleanor.  Determined to improve working conditions and safety for the coal miners of Nanaimo, Williams saw the politics of the Socialist Party as the way to achieve this objective.  In 1903, Williams and James Hawthornthwaite made provincial electoral history when they became the first Socialists elected to the legislature.  Williams won re-election in 1906, 1909, 1912 and 1916.  Williams, well known for his fiery, provocative speeches in the legislature, earned the respect of his peers and constituents.  In 1917, he was persuaded to accept the appointment of founding commissioner of the Worker's Compensation Board, because he thought he would be better able to help the workingman in this capacity.  Among his notable achievements was being responsible for the administration of the Mothers Pension Act and the Old Age Pension Act.  In 1927, Williams issued the first O.A.P. benefit cheque ($20) in the province to a Port Alberni pioneer.  Williams' work in the W.C.B. lasted until his retirement in April 1943 at the age of 70.  Parker Williams lived at his farm until his death on June 1958, at the age of 85.
Records were in the custody of Williams' grandson Parker Williams who rescued them from a fire.
